Federal Agent from Eagan Charged with Production of Child Sexual Abuse Material

MINNESOTA A federal agent assigned to Homeland Security Investigations (HSI) and serving as a Task Force Officer with the FBI has been arrested and charged with production of child sexual abuse material, according to an announcement on June 4, 2025, from Acting U.S. Attorney Joseph H. Thompson.

Timothy Ryan Gregg, 51, of Eagan, Minnesota, was charged via federal complaint following an investigation that uncovered sexually explicit images and videos involving a minor. The content, allegedly produced by Gregg, was discovered by the father of the minor victim on the child’s cell phone. Authorities say the media depicted the minor and an older individual—later identified as Gregg—engaged in sexually explicit acts.

According to court documents, Gregg used his position to coerce and entice the minor to engage in the conduct for the purpose of creating child pornography. The disturbing discovery led to a rapid investigation and coordinated effort to take Gregg into custody.

“The U.S. Attorney’s Office will always hold defendants in positions of public trust to account, particularly when they commit crimes against vulnerable children,” said Acting U.S. Attorney Thompson. “I am proud of the swift and decisive action of the FBI and the Rochester Police Department, who responded immediately and worked together to take Gregg safely into custody.”

Special Agent in Charge Alvin M. Winston Sr. of the FBI’s Minneapolis Field Office added, “The allegations in this case represent a gross violation of both the law and the responsibilities entrusted to those who wear a badge. There is no place in law enforcement — or in any position of public trust — for those who exploit minors.”

Gregg made his initial appearance in U.S. District Court on Tuesday before Magistrate Judge Dulce J. Foster. He has been ordered to remain in custody pending further proceedings.

The FBI and the Rochester Police Department led the investigation, with support from Homeland Security Investigations during the defendant's apprehension.

Assistant U.S. Attorney Harry M. Jacobs is prosecuting the case.

Authorities emphasized that a criminal complaint is merely an allegation, and the defendant is presumed innocent until proven guilty in a court of law.
