Suspect Arrested After Back-to-Back Violent Incidents and a Multi-Jurisdictional Pursuit from Burnsville to Minneapolis

UPDATE - BURNSVILLE, MN: A 26-year-old man is facing a growing list of felony charges following a domestic incident on Wednesday, June 4, 2025, followed by a break-in and high-speed police chase the next day. Authorities say Raymond Charles Jackson Jr. terrorized multiple women over two days in a series of events that led police across multiple cities and resulted in his eventual arrest in Minneapolis.

According to two criminal complaints filed by the Dakota County Attorney’s Office, Jackson is now charged with:

  • Burglary in the First Degree – Occupied Dwelling (Felony)

  • Fleeing a Peace Officer in a Motor Vehicle (Felony)

  • Domestic Assault – Subsequent Violation (Gross Misdemeanor)

  • Three counts of 5th Degree Assault (Misdemeanors)

  • Theft (Misdemeanor)

  • Disorderly Conduct (Misdemeanor)

June 4 Assault and Theft Incident

The first police call came on the morning of Wednesday, June 4, 2025, when Burnsville officers were dispatched to an apartment complex on Evergreen Drive in Burnsville following a report of an assault. According to witness statements and police records, Jackson had entered the apartment, where three women were present: his ex-girlfriend (Witness 2), her mother (Witness 3), and a roommate (Witness 1).

During that incident, Jackson allegedly became violent and physically assaulted all three women. Details included:

  • Striking his ex-girlfriend in the face during a verbal altercation.

  • Pushing and grabbing the other two women as they attempted to intervene.

  • Yelling threats and causing property damage within the apartment.

Witnesses told officers that Jackson forcibly took personal items from the women, including purses, cash, and a phone, before leaving the apartment. The victims reported that Jackson did not live at the residence and was not welcome there.

Based on the statements and evidence collected at the scene, officers filed a report and issued a KOPS (Keep Out of Public Sight) alert for Jackson, labeling him a person of interest in the active investigation.

June 5 Break-In and Police Pursuit

Just over 24 hours later, around 6:49 a.m. on June 5, 2025, Burnsville police were again called to the same Burnsville apartment after Jackson allegedly returned and broke in by shattering a bedroom window. Officers later learned that earlier that morning, Jackson had also confronted his ex-girlfriend in Apple Valley, where he found her with another man. She told police she awoke to Jackson standing over them and filming them.

From there, the situation escalated. Jackson allegedly:

  • Stole her purse and phone

  • Demanded money as compensation for her “wasting his time”

  • Coerced her into a vehicle with two other individuals

  • Drove to her mother’s apartment in Burnsville, where he later forced entry after being denied access at the front door

Inside the apartment, witnesses say Jackson was bleeding from his injuries, searching for valuables, and made threats to retake his ex-girlfriend’s phone, forcibly. The apartment residents called the police, but Jackson fled on foot before officers could apprehend him.

Later that day, at approximately 1:08 p.m., Jackson was spotted by staff back at the apartment complex. He was seen driving a silver Land Rover. When officers tried to pull him over, Jackson led police on a high-speed pursuit north on I-35E, eventually abandoning the vehicle in Minneapolis, where he was arrested after fleeing once again on foot into a nearby liquor store.

Bail and Pretrial Conditions Set

Jackson is currently being held at the Dakota County Jail. He made his first court appearance following his arrest this afternoon, where bail was set at $150,000 without conditions or $100,000 with conditions. Those conditions include:

According to court documents, substantial bail was deemed necessary “in the interest of public safety.” Jackson is currently on conditional release in Stearns County in an unrelated case involving illegal firearm possession and DWI. The court added that Jackson’s repeated pattern of escalating criminal behavior and flight from police posed a significant public safety concern.

ORIGINAL STORY - BURNSVILLE, MINNESOTA - A suspect involved in two connected incidents in Burnsville on Thursday, June 5, 2025, is now in custody following a multi-agency vehicle pursuit that spanned several jurisdictions and ended in Minneapolis.

Officials with the Burnsville Police Department have confirmed for us that the first incident began around 7:20 a.m. when officers responded to a report of a domestic dispute at a residence near Evergreen Drive. Upon arrival, the suspect had already fled the scene.

It’s unclear what started the pursuit, but later in the day, at approximately 1:17 p.m., Burnsville officers were in pursuit of a vehicle that matched the description known to be related to the suspect that morning. Officers attempted to stop the car, but it fled south on Plymouth Avenue to County Road 42. Westbound on County Road 42 and then eventually northbound on I-35E from County Road 42. From there, the pursuit went northbound on Cedar Avenue, crossing the Minnesota River into Hennepin County. From Cedar Avenue, he fled eastbound on Highway 62 before eventually getting off at Hiawatha, where police lost visual of the vehicle as it tracked north toward Minneapolis.

Several police agencies assisted in the pursuit and search for the vehicle after it was lost sight of, including the Burnsville Police, Bloomington Police, Richfield Police, and the Minnesota State Patrol, with assistance from State Patrol air support. The suspect was eventually found on foot in the area of East 46th Street and Minnehaha Avenue before fleeing again on foot into a nearby liquor store, where he was apprehended at around 1:40 PM. Dakota County Jail records confirm the suspect was arrested in Minneapolis at approximately 1:40 p.m.

Officials with the Burnsville Police Department have confirmed that both the domestic incident that occurred earlier in the morning and the afternoon pursuit were connected and involved the same individual. However, they have not confirmed the identity of the suspect or any charges they are facing. According to records from the Dakota County Jail, we can preliminarily connect 26-year-old Raymond Charles Jackson, Jr., to these incidents. He is currently facing nine separate preliminary charges, including three felony charges for Simple Robbery, First Degree Burglary, Fleeing a Peace Officer in a Motor vehicle, and four misdemeanor charges for Domestic Assault, Fleeing an Officer By a Means Other Than a Motor Vehicle, 5th Degree Assault, and Disorderly Conduct.

The investigation into this case is ongoing and remains active. We are expecting to get an official report from officials as early as tomorrow which will confirm the identity of the suspect and their charges.
