APPLE VALLEY, MINNESOTA—A 20-year-old Minneapolis man has been arrested and is facing charges of attempted murder following the Saturday, May 10, 2025, shooting at Kelley Park in Apple Valley that left a young adult with life-threatening injuries.
According to a criminal complaint issued on Sunday, June 27, 2025, by the Dakota County Attorney’s Office for a nationwide warrant for the arrest of Ibrahim Ali Mohamed, he faces two felony counts:
Attempted Second-Degree Murder (With Intent, Not Premeditated)
First-Degree Assault (Great Bodily Harm)
Prosecutors allege Mohamed intentionally fired multiple rounds from a handgun during a confrontation at the busy community park, ultimately shooting a teenage boy in the face at close range. The incident occurred during daylight hours while families and other parkgoers were present. Mohamed was arrested just after 1:00 p.m. on Monday, June 30, 2025, by the Apple Valley Police in Minneapolis, Minnesota.
Timeline of the Incident
According to a detailed criminal complaint released by the Dakota County Attorney’s Office, Apple Valley police were dispatched to Kelley Park on the evening of Saturday, May 10, following multiple 911 calls reporting a man with a gun chasing people and shooting. The initial caller reported seeing a Black male in a white Nissan Altima, wearing a white hoodie and a black ski mask, pursuing a group of girls through the park. The caller stated the male had a gun tucked in his waistband.
Moments later, dispatchers began receiving frantic calls that shots had been fired at the park. Several witnesses confirmed the shooter was wearing a white zip-up hoodie. One caller reported that two dark-colored sedans were involved in the shooting. Another call came from a female reporting that her friend had been shot.
Suspect’s Motivation and Confrontation
Investigators later identified the shooter as Ibrahim Ali Mohamed, who told police he had gone to the park with two friends after his mother was unable to reach his sister by phone. Mohamed, using location services, tracked his sister’s phone to Kelley Park. He and his friends traveled there in the white Nissan Altima.
Upon arrival, Mohamed’s sister was at the park with a friend, who later told police they saw a male wearing a white hoodie, black pants, and a ski mask approaching. As he got closer, Mohamed’s sister yelled to her friend, “That’s my brother,” and tried to stop him from engaging with another group nearby.
Witnesses described the situation escalating quickly. Mohamed allegedly got into an argument with another teen, identified in court records as Witness 4. According to one witness, Mohamed pulled a gun from under his hoodie and pointed it at Witness 4. Another bystander, Witness 3, attempted to grab the gun to stop Mohamed.
The Victim Arrives and Is Shot
As tensions flared, the eventual shooting victim—an unnamed young adult—arrived at the park after receiving a call during which he heard the threat, “If you don’t come back, I’m going to kill your friend.” When he pulled up, Witness 3 ran toward his vehicle, yelling for him to get out because someone was going to shoot. The teen saw Mohamed standing about 100 feet away, still dressed in white and wearing a ski mask. Just before he was shot, a female voice yelled, “He’s gonna shoot you!”
The victim was struck in the face.
Emergency responders rushed the teen to the hospital, where he underwent emergency surgery for severe injuries, including trauma to the face and neck, chest lacerations, tongue injuries, and multiple fractures to his jaw and teeth.
Suspect Confesses to Firing 10 Shots
Mohamed was later interviewed by police and admitted to opening fire, claiming that two vehicles had “sped into the park,” and that he believed the occupants were about to shoot. He said he fired approximately ten rounds with a P80 9mm handgun, which he described as peanut-butter colored with black parts. He told officers he did not know who was in the vehicle he shot at.
However, police found no evidence that any shots had been fired from the victim’s vehicle.
Investigators executed search warrants on Mohamed’s phone and social media accounts. They discovered multiple videos of Mohamed and his friends displaying firearms, including what appeared to be the same P80 used in the shooting. In a message sent after the incident, Mohamed texted a friend, “I’m almost about to [get] locked up. The girls are snitching.”
Bail and Conditions
On June 27, prosecutors requested high bail, $750,000 without conditions, or $500,000, citing that the shooting took place in a public park with multiple bystanders present. He is accused not only of shooting an unarmed teen in the face, but also of pointing a gun at another person’s head and threatening to kill them. Judge Matthew Schmidt ultimately set bail at $400,000 without conditions and $150,000 with conditions. Mohamed had his first appearance today, July 1, 2025, in Hastings, Minnesota, and is scheduled to return to court on July 23 at 1:30 p.m.
