Two Are Facing Multiple Felony Charges Following Alleged Theft and Drug Possession in Eagan
EAGAN, MINNESOTA —Authorities have charged Darryl Anthony Lamb, 31, of Rochester, Minnesota, and Katlyn Rose Peters, 31, of Kellogg, Minnesota, with multiple felony offenses, including drug possession and theft, following an incident at an Eagan retail store on December 30, 2024.
According to court documents, including a criminal complaint from the Dakota County Attorney’s Office, this incident occurred at the Ulta Beauty store located at 1400 Central Park Commons Drive in Eagan. According to the criminal complaint, store staff observed Lamb and Peters engaging in coordinated theft. Peters reportedly entered the store at approximately 11:58 a.m., filled two bags with merchandise, and later handed one bag to Lamb, who entered the store around 12:50 p.m. Lamb then exited the store without paying for the items in his bag, with Peters allegedly leaving the store right after with concealed items in her purse and triggering the store's alarm upon leaving the store.
The stolen goods were valued at $1,178.

Darryl Anthony Lamb:
Controlled Substance Crime in the 2nd Degree (Possession): Possession of 19.03 grams of fentanyl, a charge carrying a maximum sentence of 25 years imprisonment and/or a fine of up to $500,000.
Felony Theft (Two Counts): Accused of stealing merchandise valued at $1,178. Each count carries a maximum penalty of 5 years imprisonment and/or a fine of up to $10,000.
Felony Conspiracy to Commit Theft: Alleged involvement in a planned theft. This charge carries a maximum penalty of 2.5 years imprisonment and/or a fine of up to $5,000.
Katlyn Rose Peters:

Police Pursuit and Arrest
The criminal complaint states that officers eventually located a vehicle registered to Peters and observed Lamb driving with Peters in the passenger seat. Despite being signaled to stop with emergency lights and sirens, Lamb continued driving before eventually pulling over. Officers allegedly saw Peters reaching into the vehicle's back seat while Lamb was failing to stop for police. During a vehicle search, officers reportedly discovered the stolen merchandise, along with a plastic bag containing a white powdery substance and a duffel bag in the trunk containing a similar substance. Preliminary tests confirmed the presence of fentanyl.
Legal Proceedings
Lamb and Peters appeared in Dakota County Court on January 2, 2025. Prosecutors emphasized the seriousness of the charges against Lamb, and his bond was set at $20,000 without conditions and $10,000 with conditions. Peters bond was set at $10,000 without conditions and $1,000 with conditions. Court records show Peters might have already posted bail, as she is no longer being held in Dakota County Jail. Lamb remains has not posted bail and remains in Dakota County Jail. Lamb and Peters have also been barred from entering any Ulta Beauty locations. Their next court appearance is on January 23, 2025, at 9 AM.
