Disturbing incident: Man caught masturbating near minors in hotel pool
EAGAN, MINNESOTA - On the evening of July 29, 2023, it was reported that officers with the Eagan Police Department were called out to a hotel in the 4600 block of Rahncliff Road in Eagan, Minnesota, for the report of a male masturbating in the pool area.
According to court records, a group of families were staying at the hotel for a girls' softball tournament. The softball team was U14, which has girls ranging from 13 to 14 years old. In addition to the team, there were also younger siblings there. While the parents gathered in the front lobby, the girls were in the pool area, which included a pool and hot tub. When one of the fathers went to check on the girls in the pool area, he noticed a man masturbating in the hot tub while staring at the girls from the softball team. He asked his stepson to confirm what he was seeing. When the stepson confirmed that appeared to be what was going on, the two confronted the man.
When the father and son went to confront the man, the father stated he saw the man vigorously masturbating while watching the children, who were about 5-6 feet away. The man reportedly never saw the father approach him since he was intently watching the young girls. The man immediately stood up when confronted by the father and son, and the father reported seeing a semi-erect penis in the man's swimsuit, according to the criminal complaint from the Dakota County Attorney's Office.
The father followed the man back to his room to get his room number so that he could identify the man and his location when he called the police. While walking to the room, the criminal complaint states that the man reportedly told the father something similar to, "People have lust in different ways, your daughters are beautiful." Eagan Police Officers were called to the scene and waited outside the man's door to ensure no one left the room until a search warrant was obtained. Once it was obtained, they went into the room and arrested the man who matched the description given to them by both the father and stepson. They also found his swim trunks in the shower area, which matched the description given to law enforcement by the father and stepson.
The man was later identified as 65-year-old Jeffrey Hager. According to court records, on February 5, 2024, Hager was convicted on one count of Criminal Sexual Conduct in the 5th Degree (Lewd Behavior with Minor Present) following an Alford plea of guilt, which comes with a 30-day sentence with credit for four days served. He will also have two years of supervised probation monitored by Dakota County Community Corrections. Following the completion of probation, the charges would result in a misdemeanor conviction, according to the court records. His sentence began on March 5th, 2024.
