Minnesota Man Arrested for DWI & Cocaine Possession Following Crash

INVER GROVE HEIGHTS, MINNESOTA - According to a criminal complaint from the Dakota County Attorney's Office, a man from St Paul, Minnesota, was arrested for possession of cocaine and for refusing to submit a chemical test while driving under the influence after he crashed his car in Inver Grove Heights.

The criminal complaint states that around 7:30 PM on Friday, November 10, 2023, a Trooper with the Minnesota State Patrol responded to the report of a crash on the westbound ramp from westbound Highway 494 to northbound Highway 52 in Inver Grove Heights, Minnesota. When the Trooper arrived on the scene, he found a vehicle in the ditch, with a gentleman walking around the car before he got back into the driver's seat.

The Trooper went to check on the gentleman, and as he was speaking with him, the Trooper noticed the man had bloodshot and watery eyes, constricted pupils, slurred speech, and an odor of alcohol. Paramedics evaluated the gentleman and, after, spoke with the Trooper again, where he admitted to the Trooper that he had consumed alcohol. The Trooper gave the gentleman a field sobriety test, which involved the Horizontal Gaze Nystagmus test, with the Trooper noting signs of impairment while it was being administered. The man was then given a preliminary breath test, which confirmed there was a presence of alcohol.

A search was done on the man's car by an assisting Officer, and during the search, bottles of alcohol, pipes, and two bindles were found. A substance found inside one of the bindles was field tested, and it tested positive for the presence of cocaine with a weight of around 0.30 grams. The man was arrested and taken to a local hospital, where a warrant was obtained for a blood or urine draw. The man was told that if he refused to submit a test, that would be an additional crime, but he refused anyway.

The man was identified as 24-year-old Reis Green, who was charged, per the criminal complaint, with a Felony for possessing a controlled substance in the 5th degree, which comes with a sentence of 0 to 5 years and/or a fine of $3,000 to $10,000, and Gross Misdemeanor driving while impaired to the 3rd degree (refusal/blood or urine), which comes with a 0 to 1-year sentence and/or a fine of $90 to $3,000 if convicted.
