Burnsville Man Faces New Felony Charges Amid Continued Criminal Activity

BURNSVILLE, MINNESOTA—A Burnsville man with a lengthy criminal record, including convictions for theft, assault, and fraud, faces new charges following a detailed investigation by local law enforcement. Anwar Sherife Manning, 43, of Burnsville, was charged with three felony offenses in Dakota County stemming from alleged credit card fraud, possession of a firearm, and possession of ammunition by an ineligible person.

The charges arise from incidents that occurred between July and August 2024. According to court documents, Manning is accused of using a stolen credit card to purchase a PlayStation 5 valued at $488.80 and attempting additional fraudulent transactions. Surveillance footage from a Target in Inver Grove Heights allegedly captured Manning making the purchase, and tattoos visible in the video helped law enforcement identify him. The investigation escalated after police obtained a search warrant for Manning's residence, where they allegedly discovered a loaded Glock 42 pistol and .380 caliber ammunition. Manning, a convicted felon who is prohibited from possessing firearms and ammunition, is alleged to have admitted knowledge of the items during questioning.

Manning's criminal record includes a 2009 conviction for second-degree assault with a dangerous weapon, a felony that legally disqualifies him from firearm possession. DNA analysis later linked Manning to the firearm recovered at his residence.

Police were initially alerted to Manning's activities on July 26, 2024, when a Savage resident reported unauthorized credit card transactions after her bag was stolen from her unlocked vehicle. Manning reportedly admitted to scouting neighborhoods to target vehicles for theft.

This case is part of a broader investigation into Manning's alleged pattern of thefts and fraudulent activities. He was already on pretrial release for four other cases in Dakota County, one of which also involved the illegal possession of a firearm. Manning’s new charges include the following:

  • Count I: Financial Transaction Card Fraud (Felony), punishable by up to 5 years in prison and a $10,000 fine.

  • Count II: Possession of a Firearm by an Ineligible Person (Felony), punishable by up to 15 years in prison and a $30,000 fine.

  • Count III: Possession of Ammunition by an Ineligible Person (Felony), punishable by up to 15 years in prison and a $30,000 fine.

Prosecutors requested bail of $100,000 without conditions or $50,000 with conditions, citing public safety concerns.

Court records reveal a history of repeat offenses, with prior convictions for financial transaction card fraud, theft, burglary, and malicious punishment of a child. Manning's pattern of criminal conduct, including firearm possession despite legal prohibitions, has prompted heightened attention from law enforcement and prosecutors.
