Duo Arrested in Eagan Leading to Aggravated Robbery & Possession of a Firearm at a School Charges
EAGAN, MINNESOTA - On November 22, 2023, officers with the Eagan Police Department arrested two individuals who were involved in the assault and aggravated robbery of a person near Quarry Park and a weapon being found at a high school in the City of Eagan, Minnesota.
According to the criminal complaints and additional information provided by the Eagan Police Department, on Wednesday, November 22, 2023, the victim reportedly picked up two acquainted, Quincy Jenkins and Samuel Riascos, at a nearby retail store and drove to Quarry Park. While in the vehicle, an argument started between the individuals, and all three men got out of the car. That was when Jenkins hit the victim in the face. Jenkins then retrieved a gun from Riasco’s pocket and hit the victim again in the back of the head with the gun. Jenkins then pointed the gun at the victim and told him to get back in the car. The victim, being scared, gave Jenkins the keys and ran from the scene, according to the criminal complaint. Jenkins ran after the victim briefly before returning to the victim's car and driving away with it.
Following the attack, the victim called police, who responded to the scene for a reported robbery in progress. Officers with the Eagan Police Department reportedly found the victim's car a short distance from the park.
Eagan Police reportedly found Quincy Jenkins on a roadway near a high school in Eagan, Minnesota, where he was arrested for felony 1st-degree aggravated robbery. Eagan police found Samuel Riascos at the high school, where he was placed under felony arrest, according to the criminal complaint. A bag that Riascos was wearing at the time of the arrest was searched, and in the bag, officers found a loaded semi-automatic 9 mm handgun that was equipped with a laser, according to the criminal complaint. He would be charged with felony possession of a firearm on school property.

Sentence: 3-20 years and/or a fine of $10,500 to $35,000
SAMUEL RIASCOS - FELO NY DANGEROUS WEAPON VIOLATION (POSSESS DANGEROUS WEAPON ON SCHOOL PROPERTY)
Sentence: 0-5 years and/or a fine of $3,000 to $10,000
Jenkins's bond was set at $75,000 without conditions and $30,000 with conditions. His next court date is February 15, 2024, at 1:30 PM in Hastings, Minnesota. His bond has not been posted, and he remains in Dakota County Jail as of when writing this article. Riascos’s bail was set at $50,000 without conditions and $7,500 with conditions. His next court date is January 10, 2024, at 9 AM in Hastings. He also has a court date on January 16, 2024, at 9 AM in Hastings for a Felony charge from the Rosemount Police Department for receiving stolen property. His bond was also not posted when this article was written and he remains in Dakota County Jail.
